Meh, for high end PvP, only AP spike will be affected. This is more of a low end arena flux. More so specifically, a lot of support builds can be utilized heavily more. But still, a meh flux.

There are several skills that require 4 (or more) req or face a 50% failure. Slippery Ground, Plague Signet, Dark Fury, a few others.
I'd imagine there will be someone to try to abuse these. At least I'd hope so.

Price of Failure might make it in there.
